About ACTION: managing groundwater and fluid risk across the GCC since 1996
ACTION International Services is a GCC specialist in managing groundwater and fluid risk. For over 30 years, ACTION has set the benchmark for this work across complex, end-to-end construction, municipal and industrial scopes, from giga-project dewatering to municipal flood response and pipeline pre-commissioning.
ACTION holds both ends of the job. Our qualified engineers and hydrogeologists design every solution in-house. More than 6,000 specialised assets, distributed across the region and maintained in our own workshop, deliver it. AURA (ACTION Unified Real-Time Assurance) connects the two, predicting and preventing issues under engineering supervision. From modelling to close-out, one accountable partner is present at every stage.

What does ACTION do?
Seven specialist services. Three sectors. One accountable team.
ACTION engineers, delivers and controls groundwater and fluid risk across three sectors: Construction, Industrial Services and Municipal. Its seven specialist service lines cover construction dewatering and ground engineering, pipeline pre-commissioning, shutdown and turnaround support, sewer and stormwater bypass pumping, water treatment, marine and offshore work, and equipment rental and sales. Behind every service is ACTION’s own engineering workshop, where equipment is rebuilt, adapted and tested before it goes to site.
Clients can take a single service, hire equipment on dry hire or with ACTION operators, or bring several services together under one contract, with one team accountable from design to close-out.
How did ACTION start?
From plant hire to engineered delivery.
Where it began
Al Casey Drilling and Dewatering Services is founded in Abu Dhabi, delivering dewatering through plant hire and turnkey projects.
A partner for growth
Mazrui International invests in the business, bringing experience across oil and gas, construction and industry.
Becoming ACTION
The business becomes ACTION and expands its fleet of pumps, generators, lighting, compressors, dryers and excavators.
Ground engineering
ACTION acquires Specialized Piling Techniques LLC, adding foundation, shoring and ground engineering capability.
Qatar
ACTION opens permanent offices and facilities in Qatar.
Bahrain and Saudi Arabia
Operations extend to Bahrain and Saudi Arabia.
Oman
ACTION establishes its presence in Oman.
Kuwait
ACTION opens in Kuwait, completing its presence across the GCC.
Monitoring goes remote
Remote telemetry tracks seawater quality around island construction in the UAE, logging conductivity, temperature, dissolved oxygen, turbidity and pH every 10 minutes.
A connected fleet
ARMS, ACTION's remote monitoring system, connects pumps, generators, vehicles and sensors, so projects can be supported from a central location.
Thirty years of engineered delivery
ACTION marks 30 years with a refreshed identity and AURA, its operational assurance platform, built on the capability developed through ARMS.
Who leads ACTION?
The people accountable for every scope.
ACTION is led by Chief Executive Officer Padraig Nagle, who co-founded the business in Abu Dhabi in 1996. He leads a senior team responsible for finance, groundwater control, QHSE, supply chain and asset management, commercial, human capital, digital transformation and marketing. Some of them have been with ACTION for more than two decades: Archie Fernandes joined in 2004 and now leads the groundwater control business.
Behind the leadership team is a workforce of more than 1,500 people, most of them on site: operators, technicians, mechanics and crews, led by ACTION’s engineers, hydrogeologists and project managers.
Where does ACTION operate?
Already close to the work.
ACTION is headquartered in Dubai and operates across the GCC, with regional offices, depots and crews in the UAE, Saudi Arabia, Qatar, Oman, Bahrain and Kuwait. Where a project needs it, ACTION has also delivered beyond the GCC with its partners.
Equipment and crews are held close to the region’s construction, oil and gas and municipal work, so mobilisation starts nearer the site.

How does ACTION use technology and partnerships?
Assurance built in. Partners who know the kit.
AURA, ACTION’s operational assurance platform, predicts and prevents issues across connected assets, under the supervision of qualified ACTION engineers. It brings live data from pumps, generators, sensors, CCTV, vehicles and site teams into one operating picture, verifies equipment is ready before it’s needed and predicts where intervention is needed. AURA builds on ARMS, the ACTION Remote Management System, and the operating history recorded on ACTION projects over many years. Clients receive what it delivers through their ACTION project reporting: verified readiness, earlier intervention and a clear operational record.
ACTION also works closely with established equipment manufacturers. As a specialist end user, we feed field performance back to them. For our clients, that means correct duty selection, reliable assemblies, access to genuine spares and manufacturer technical support.
Who owns ACTION?
Backed by Mazrui International.
ACTION is backed by Mazrui International, a UAE-based group with interests across industrial, commercial and technical sectors, which invested in the business in 2001. That foundation gives ACTION the stability of an established group, while the business keeps its specialist engineering and operational focus.
How is ACTION governed and certified?
Clear responsibility. Accountable delivery.
ACTION operates through defined management, engineering, project delivery, commercial, finance and QHSE functions, so clients, consultants, procurement teams and project partners have clear lines of responsibility from planning through execution and support.
